What this actually is
Measurement is the layer that decides whether anything else can be improved on purpose. It defines what counts as a conversion, makes sure that definition is applied consistently, and reports it in a form someone can act on.
It also means being explicit about what cannot be known. Attribution has real limits, and reporting that hides them is less useful than reporting that names them.
